The bill follows more than a decade of debate over post-Sept. 11, 2001, surveillance powers that allow domestic law enforcement to warrantlessly scan the vast mountains of data gathered by America's foreign surveillance apparatus. Reforms in the proposed legislation include putting limits on searches of Americans' communications without judicial authorization and a prohibition of so-called "backdoor" searches which invoke foreign intelligence justifications to spy on Americans. "We're introducing a bill that protects both Americans' security and Americans' liberty," Senator Ron Wyden - a Democrat and a longtime critic of government surveillance - said at a press conference on Tuesday. The reforms introduced Tuesday reflect discomfort over the practice of warrantless scans, which are authorized under Section 702 of the Foreign Intelligence Surveillance Act. REUTERS/Amanda Andrade Rhoades/File Photo Acquire Licensing RightsWASHINGTON, Sept 20 (Reuters) - Republican lawmakers on Wednesday urged the U.S. Treasury Department to conduct a security review over China-linked ownership of Gotion Inc, which plans to build electric vehicle battery plants in Michigan and Illinois, arguing its management is under Beijing's sway. The move is the latest push by Republicans to question Chinese-linked EV battery producers looking to set up shop in the U.S., possibly with access to taxpayer funding. The governors of Michigan and Illinois have announced plans for Gotion to open EV plants in their states, facilities expected to create thousands of jobs. Those include the company's founder Li Zhen and his son whom, they said, were members of CCP organizations. The Treasury Department, Gotion and Gotion High-Tech did not respond immediately to requests for comment.

"I don't know if that's true," Mike Gallagher, chair of the U.S. House of Representatives' select committee on competition with China, told a Council on Foreign Relations event in New York. China's military in recent years has stepped up activity around Taiwan, which Beijing claims as its territory. Gallagher said he was visiting New York partly to work with financial industry experts to assess the risk to the global financial system if China were to invade or blockade Taiwan. Fears of an economic slowdown have gripped China, and Xi skipped the G20 summit this past weekend. U.S. officials have said Beijing has the resources to deal with its economy short-term but must face longer-term structural economic issues such as demographics and high debt.

"We are well within the window of maximum danger for a Chinese Communist Party invasion of Taiwan, and yesterday's war game stressed the need to take action to deter CCP aggression and arm Taiwan to the teeth before any crisis begins," Gallagher said in a statement. The U.S. must clear a $19 billion weapons backlog to Taiwan, conduct enhanced joint military training and reinforce the U.S. military in the region, he said. Anxiety about a possible conflict over Taiwan, the self-ruled island that China claims as its own, has become a rare bipartisan issue in Washington. The U.S. is Taiwan's most important arms supplier but the island has complained of delayed weapons deliveries. Taiwan's de facto embassy in Washington did not respond immediately to a request for comment on the war game.
